I followed this to the letter, I can co and commit, however it does not prompt me for a password, so I think it is wide open. What did I do wrong?

I followed this tutorial. However when I run, http://localhost/svn/ I get the following error. any idea, what I need to do?

Could not open the requested SVN filesystem
